The A*STAR Partners’ Centre (A*PC) was established in SIP in November 2020 as the first overseas branch of Singapore’s Agency for Science, Technology and Research (A*STAR). So far, as the only sci-tech innovation platform founded and run by a governmental agency of a foreign country in SIP, the A*PC has grown into an important hub connecting Chinese and ASEAN innovation communities, with its services reaching other areas in the Yangtze River Delta.

The A*PC has established a multi-level innovation service system, supporting Singaporean enterprises in localization, covering market entry, industrial resource matching and policy understanding, and organizing regular events such as tech matchmaking and theme seminars. It also facilitates the cross-border flow of talent, technology and capital into SIP, contributing to its development towards a world-class high-tech park.

The partnership between A*STAR and SIP was renewed and extended in November 2024, with focus laid on life sciences, green economy and digital economy—aligning with both China’s high-quality development goals and Singapore’s innovation priorities.

As a critical platform for China-Singapore cooperation in scientific and technological innovation, the A*PC has connected over 200 institutions and enterprises, driving dozens of R&D and commercialization agreements. It is profoundly reshaping the systemic paradigm and ecological logic of the two countries’ collaborative innovation in science and technology.
